Yes, you are making an artistic statement when you switch from B&W to color (and back . . . and then again . . . and again), but it's only been done well twice: The Wizard of Oz and, of course, the spots of color in Schindler's List.
Unless you can top either of those films, just don't use the technique.
A movie about an S&M pin-up model should at least be interesting.
