I think "The Naked Gun" is one of the funniest films of the 1980s. In contrast, the sequel is a disappointment. It has it's high points, Robert Goulet's turn as the villain being one of them, but the humour is more forced here.
The rapid fire style of the original is replaced with a lot of laborious set up for jokes that are sometimes quite mediocre. Nielsen has really begun to play more like a comedic actor here, which hurts the basic concept.
Not a waste of time by any means, but really a disappointment.
