Poorly paced and lacking in energy or meaning. It's full of jarring tone shifts, going (in no order, and often simultaneously) from cute, to funny, to violent, to hard-boiled, to sad, and back to cute and funny; it's very confused (not confusing, but confused), has too many ideas and no clue what it's really about.
It's moderately entertaining and funny in fits and starts, and certainly admirable for trying something different. But it's unlikely anyone will walk away from The Mexican completely satisfied.
