I think I'm coming to realize that there are three types of James Bond movies-- Bad James Bond Movie (A VIEW TO A KILL), Good James Bond Movie (THE SPY WHO LOVED ME), and Great Movie Altogether (GOLDFINGER).
Even the worst Bond movie is still going to have something to recommend it-- I mean, it's a pretty entertaining formula. So THE MAN WITH THE GOLDEN GUN is a bad James Bond movie, because the humor isn't clever, the dialogue isn't particularly sexy, and the action sequences have an unfortunate slapstick quality (seriously, using a slide whistle to accompany the film's most impressive stunt was a huge miscalculation).
Still, the last thirty minutes or so are suspenseful and well-photographed, and allow Christopher Lee to demonstrate his odd combination of charisma and menace. Not a bad way to spend your time by any means.
