Hitchcock didn't allow enough time to develop the main characters nor did he allow us to relate to them enough before diving into the plot. I don't feel he gave it enough time to sink in to the audience what was going on.
After the first half hour, things begin to pick up, as in 39 Steps, and it gets interesting. Certainly not his best.
