The best way to watch this movie is at 3am after quite a few drinks. Sadly that didn't even make it a masterpiece. This movie is pretty much pure slapstick. And if you've seen Austin Powers, you've pretty much seen this movie already.
Except that I'd say this one is way lacking in quality by comparison.
