I think it was more emotional than the second one, giving us Ariel's mothers back story and giving us more time to know the sisters. It shows us the history she has had with Flounder and Sebastian, and really paves the way for her love of music and human things in the original.
The music is still not very good. At least they got a new voice for the villain!
