Schwarzenegger probably had his day as a major box office draw card. A lot has changed since 'End of Days' signalled just that in reasonable box office. This attempt at leading action star is unapologetic in being a fun, mindless tribute to Arnie's less technically competent films of the 80's like Commando.
It's tacky, simple and knows it. But that's why it works or at least achieves the mediocrity it sets out to.
