The main character's development is restricted to the first ten minutes of the film. The last five minutes completely contradict the tone and the direction of the plot, as well as shatter any illusion that this may actually be documentary footage.
If they had cut out the final five minutes and allowed for the growth of the main character to take place over the course of the film instead of being provided as exposition through talking heads, then we might have something.
