Willis's character, the bad guy, is actually much more interesting than any of the "good guys" trying to catch him.
The plot is very weak. The Russian mafia is trying to assassinate someone in America and the Russian government and the FBI hire a former IRA member to catch the assassin because for some reason he is the only person in the world who can identify him.
The last fifteen minutes or so consist of incredibly idiotic Hollywood soap opera shit, with a lot very tired cliches.
Jack Black's character is such a stupid caricature that it totally ruins all the scenes he is in.
Trivia: the Russian night club scene and street scenes were actually shot in Helsinki, Finland, like a lot of cold war films that took place in the Soviet Union but which could not be filmed there because the Soviet government disapproved of their plots (e.g. Gorky Park, Doctor Zhivago etc.).
