What begins promisingly enough---in a reversal of the film's narrative promise---in its second half devolves into action sequences as simple-minded and technologically overblown as the movie's clones.
Bay eschews any actual ethical quandary and squanders whatever satirical punch the material has, ending up with a movie so unoriginal that it exhibits no raison d'être beyond its own flashy spectacle.
As a barely improved clone of PARTS: THE CLONUS HORROR, the movie goes to show that a movie needs more than a prodigious budget; it also needs a competent screenplay.
