To say Mockingjay Part 1 is bad because it focuses on story more than action I like saying you shouldn't eat lobster because it has a shell. Any franchise is going to have movies where not much happens movie-wise, but plenty happens plot-wise.
With a lobster, you first have to crack open its shell to get to the sweet meat, but you know it's worth it in the end. Think of this movie as the shell you had to crack open first to get to Mockingjay Part 2, where a strong, dramatic climax is bound to happen, and it will all be worth it.
