A spy thriller marketed as a film noir, but isn't really a noir....noir is as much about emotion and character as it is about setting and lighting....the voiceover narration makes the film feel robotic, and the characters are not developed very well, i.
E. we know little about their true motivations....the film succeeds as a quasi-documentary but has little else to recommend it.
