Every child should be educated in school with the truth about what drugs really do to you. When they get to high school, drug education should also include what their government does to them when they do drugs. It's my guess that the latter will have a far greater impact and reduction in drug abuse.

Of course, it will also have the side effect of substantially increasing their contempt for their government, the police and especially politicians. The latter is very healthy, the first 2 are not.
