The film dwells within the deeper forms of comedic satire. This is Chaplin's proposition. A proposition criticizing the adverse rulings of tyrannical individuals and impetuous communities. However the film itself is able to inspire hope and reassurance that our humane uprightness will prevail in such grim events.
