Third best Chaplin I've seen so far isn't truly a comedy. Along with the Marx Brother's Duck Soup, The Great Dictator stands as one of the greatest anti-war and anti-fascist statements in comedy, but the gags aren't quite as inspired as the best moments from Modern Times or City Lights.
An important film more than it is a great film, but a classic nonetheless.
