I thought this was a bit slow and more than a bit confusing. I don't know that the flashbacks helped. It's not like they provided critical plot points that helped explain what was going on in the present.
Why not just tell the story in sequence? There were a few good spy-vs-spy sequences. Damon's performance was very good, although by his nature the character was a bit underwhelming. He was discreet and self-controlled to the point of emotionlessness.
