This is a slow, uneventful, lethargic film about the creation of the CIA and related espionage activities. It tries for a carefully curated depiction of character and atmosphere, and while it does succeed in creating a unique mood with dark lighting and confusing chronology, ultimately, the characters don't hold your interest.
