It's poorly written and has no structure, and it's disappointing in the laughter department, but it's Charlie Chaplin we're talking about here. He could be in the worst movie ever made and make it watchable.
He's always a blissful wonder to behold. His energy, his lovable rambunctiousness, and his silly ways are always delightful, even when he doesn't have a good story or well-structured jokes to back him up.
