This movie is definitely the best in the series in regards to the car sequences; the scenes are fluid and seamless, the drifting is a new and interesting aspect, and the shots are well set up. I really love the soundtrack, it goes very well with every part of the movie.
I didn't think the acting or story was as bad as most people say, but it is far from exceptional. The development of everyone but the main character was pretty weak, but that isn't really what people watch these movies for.
People watch for the car scenes, and this movie delivers.
