The majority of it is surprisingly boring, but the finale made up for most of its shortcomings. It's basically the same story as the previous films, so if you're looking for a story-driven film, look elsewhere. The new cast members all do pretty well. I was surprised at how much I liked Antonio Banderas' character. He seemed like he was having a blast with this character.
Yes, it's cheesy and very over the top. As long as you are expecting that, you'll probably get some enjoyment out of it.
