I suppose Eastwood, in order to make films that he wanted, had to churn out rubbish like this once in a while. This tasteless adventure/action/espionage hybrid consists mostly of bad dialogue and lame jokes.
Plus, it doesn't hold together plotwise at all. At least the climbing scenes were pretty well shot.
