It seemed to me that the decision to wipeout mankind for the sake of planet earth was made up along time ago. At no stage does Klaatu appear to have any knowledge of the goodness of mankind although he was well educated in the destructiveness of man kind, and seeing as he was not able to converse with the world leaders, his opinion was not going to be changed by anybody else.
And then in the blink of an eye, he sees a mother and son feel affection for the dead soldier father, and in that instant it was enough for him to turn his view. It was a weak transformation, and considering it was probably the biggest invasion of American soil in the history of the USA, what exactly was it that the president was doing that was so important to leave the whole affair in the hands of Kathy Bates.
