Eric Mabius did a fantastic job as did Kirsten Dunst in continuing the Crow franchise. Yes it's the third one and yes it's got the same basic story line but they've all got their own nuances that make them special.
As an avid film fan, I don't really look at them as sequels but as seperate stories in a book. This one got a little creative with the creation of the Crow character, so I will not complain about it.
