Here's a recipe for a Monogram Pictures horror movie: take every horror cliche that existed at the time, throw it in a stew, cook for two minuets in the writing room, and add Bela Lugosi to taste.
Kind of fascinating in that they really didn't care if it made a lick of sense (And it doesn't). Too bad it's also really slow moving and talky, but that's a problem most poverty row movies of the 30s and 40s had.
Not the worst of it's kind and pretty decent for a sleepy afternoon movie.
