If you've seen any other Will Ferrell or Zach Galifinakis movies, then you'll know what to expect before popping this movie in. Not to say that it's completely predictable, but the humor doesn't go into what's-going-on territory.
Zach G. surprisingly doesn't play a dummy in this movie (you may disagree) and his character is really pretty admirable despite the political shenanigans back and forth. This movie avoids making fun of itself and success in making fun of what it was intended to make fun of- politics.
