It fails as a satire on American politics completely. Good comedy is rooted in some truth and the movie is too over the top to resemble American politics in anyway at all which makes its attempts at satire more like silly tripe.
It is also a heavy handed screed against the Koch brothers and a call for more campaign fiancé laws but it offers nothing to make such a case other than a few slapstick gags that mean nothing and aren't very funny either.
