The Bourne Legacy. Take away a lead character with a sense of mystery about him with a guy you pretty much have figured straight away, add to the mix with not very tense shady government office exchanges, with a side order of chase / fight sequences which are sub par to the previous three films, and there you have it.

Honestly, thought it wasn't too bad until the end chase sequence with a guy jumping from one motorbike to another at high speed [ not very realistic ] to the ensuing crash being not very cgi, instead of the real thing which made previous offerings so refreshing, with a sense of realism.
