Horribly made; Troy Duffy, as proven in the first film, can create viscerally engaging scenes, but only self-contained scenes. Connecting them all together is a different story. Also, almost every major scene from the first film is recreated here, the only differences being slightly better film stock and bigger weaponry.
I have to admit I was entertained by a few of the gun battles, and Julie Benz was a ton of fun to watch chew the scenery (much as Willem Defoe was in the first one) but it's nothing you haven't seen before; terrible writing, pretty terrible filmmaking, but to Duffy's credit, I've seen much worse from more "respected" directors.
