This could have been a great story about Electro. This could have also been the start of The Sinister Six. Unfortunately, Dane DeHaan's Harry Osborn becoming the new Green Goblin is just as throw away and wasted as Jamie Foxx's Max Dillon becoming Electro.
There should be a class instructing on Batman Returns, Batman Forever, Batman and Robin and Spider-Man 3 - all the films that try to include too many villains in the same film. Unfortunately it all goes back to the '66 Batman film.
Christopher Nolan did get one thing right, how to layer and prioritize villains. The real highlight are the smaller moments. Paul Giamatti's Rhino is awesome!
