Jason Reitman uses slightly exaggerated caricatures of politicians and lobbyists to capture this ironic live-action political cartoon, all done with the intent of brain-training viewers to see what a load of crap the fighting on Capitol Hill is all about.
At several points throughout the film we see the lobbyists for smoking, alcohol, and guns all eating out together - a provocative joke.
