I was disappointed with this one. Mostly because certain characters worked so well while other characters and sub-plots kept popping in to muddle the pacing.
Bebop and Rocksteady = great fun.
Casey Jones, April O'neil, and the Brazil sub-plot = Confusing and shoe-horned.
It seems they tried to play up the more bright and plucky side of New York, which personally has never worked well for the ninja turtles. They always thrive in a much more criminal-oriented NYC, here it feels like they've just been bored since Shredder was put away. Not any crime-fighting going on in this one.
Besides that, they re-use the old "Raph breaks away from the group and progresses the plot" technique that is getting *very* tiring now. Splinter is also barely in this too.
Overall, while it has over-the-top fun; the miss-steps make this less entertaining than the first.
