The best way to regard 'Teenage Mutant Ninja Turtles II' is to use the analogy of pizza: it can be extremely cheesy; and it can often be a guilty pleasure. But it's always good for fun with friends.
As Splinter says, 'Pizza's okay.' And for the most part, so is this. Despite a lighter tone applied to the movie, this is an okay film.
