I looked this up after reading a Gary Baseman art book, and what a pleasant surprise!! The movie is a manic joy. The art style is fresh, silly, and highly evocative--boom, you're in Miami. Boom, you're in a rough part of town in a dreary rain.
The songs are terrific and Nathan Lane gives the part his all. OK, Grammer is just rehashing Sideshow Bob but that's a minor complaint.
