This is the best Bush administration documentary since "No End in Sight". I don't care for how he chose to transition between and title his sequences, but the material he presents more than makes up for this bit of clumsiness.
This isn't so much about the war or 9/11's aftermath, but the proliferation of physical and psychological torture as the administration's primary information gathering tool. It covers a lot of ground: dodging the Geneva Conventions, ambiguous directives for prisoner treatment, habeas corpus/GTMO, immunity for the key policy architects, etc.
Rent it.
