Tense, worrying, complex-confusing and anxious as a piece of drama, and as a representation of real world government-oil industry system. War & terrorism, corruption and big business, personal and cultural responsibility.
This is an ensemble thriller-critique of our global system, with tired or cynical or utterly self-serving characters trying to do perpetual gravy train motion. When everyone "in charge" is in the pocket of everyone else, then the rest of us consumers, workers and citizens are just cannon fodder.
