There was no Project Icarus in the FBI but it sounds like it was based on the Stargate Project run by the Defense Intelligence Agency. It was dedicated to investigating whether soldiers could be taught to develop psychic powers such as remote viewing.
This was treated more humorously in "The Men Who Stare at Goats.
