This was a more serious attempt that got ruined by the low budget that made cheaper special effects, several holes in the plot, a chessy villian and 45 minutes of footage cut. If the budget wasn't cut so much, it might have been a great sequel that could have repaired the damage on III, but, as it is not the case, it made Superman franchise go to hell.

It is equally watchable as III.
