No as good as the first 2, and I'd say it's filmed with little respect for Superman and those who like him, turning it in a cheap comedy. I love Richard Pryor but not in a Superman film, please.
Annette O'Toole's beauty and the (spoiler!) bad-Superman scenes are the parts I enjoyed the most. For the rest, the film looks directed without any real interest or passion on it.
