The best parts of the movie (just like in the first one) were the scenes where they were pulling people over. That's the whole fun of the idea. Cops who are deliberately fucking with you and know it? Hilarious, if only after the fact and in a movie theater.
The movie suffers a fair bit from having too much exposition and not focusing on the humor. Overall, I enjoyed it.
