The movie isn't that bad. I like how they adapted the game to the screen. They knew if they tried to make the game into a movie it would be a confusing mess. So they kept things simple. You got plumbers and you got a turtle king.
The purpose of the whole plot is just to connect those two words together: turtle and plumber. And we get dinosaur and plumber. Close enough, I guess. Everything else in the script is just there to make references to the games, if only by name.
It is what it is. Goofy, overproduced, sloppy goodness. And considering how bad all early 90's video game cartoons were the movie could have been a lot worst.
