Was Super Fuzz ever a great comedy? No. Terrence Hill, who. Is actually half Itallian and half German was clearly not a great actor, plus most of his work was in Itallian b-movies, so having him act in English, was not very effective.
However, it was goofy and that was what made the movie a cult hit. Can it be remade into a better film? Yes, but the only actor that can come close to playing David Speed is Greg Kinnear. Kinnear looks like he could be Terrence Hill's long lost son.
