The most compelling characters (Harley and Joker) were choked out by all the other characters. I can tell they tried really hard to make these guys compelling, but you can't just do an Avengers level team-up without doing your own due diligence.
None of the extraneous characters had sensical motivations. The whole thing was one big, awkward cluster-up. It's called trying too hard.
