It was trying to do too much in too little time. Character motives are unclear, and the main antagonist in the film is cliche, dry, and not intimidating. The movie didn't seem substantial at all. The whole plot of the movie seemed like it was rushed and thrown together.
It just wanted to hit the parts it had to, but do nothing more. There were funny quips and jokes, the acting was above average, but the direction and writing was unpolished. If you want to see your favorite characters on the big-screen, you'll get them.
All the actors seemed to have nailed all their characters. But if you want to see them do more substantial things and actually be developed. Don't get your hopes up. Harley Quinn was the only interesting character that had some background and arc.
