It was good, but nowhere near the brilliance of the first 2 Dirty Harry movies. Maybe that the 2 alternating storylines, the rape-revenge story, and the Harry transfered out of San Francisco for the time being didn't gel together as good as it could have.
Even with that weak point, it still has a lot of the things you'd want out of a Dirty Harry film. Almost a 180 from the vigilante justice theme of the 2nd Dirty Harry.
