Me thinks the reviewers protest way too much. It's a touch campy, a touch preachy, but it is bizarrely entertaining. The acting is spot on with the stylized settings. dark caricatures and interesting sound track.
The story borrows the true events of the past and tells us something hopeful about the world today.
