I'd class this as so bad it's almost good in parts. I mean, there are a ton of problems with it, I wouldn't even know where to start. It fails in almost every fundamental way a film possibly could, and yet does it with such naive charm it's kind of enjoyable.
Occasionally the one liners are good though, and Raul Julia is genuinely great as the lunatic Bison. But, the fight scenes are clumsy, it mostly doesn't make any basic sense, and most (if not all) the characters are are nothing like the originals.
Bison, Guile, Ken and Vega are probably the only ones done any sort of justice, the rest are just there for the sake of it. And so on.
