It's entertaining to watch, especially if you're one of the twenty people who's never played a Street Fighter game, but this goes without saying: "This is by-far the worst video-game adaptation made to date".
It literally takes all of the characters from Street Fighter II, rapes their basic story-lines, fighting styles, designs and practically everything good about them, throws in a moderately popular action star as the "lead" character and a silly post-Conflict Desert Storm storyline and spawns this steaming pile of "WTF?".
Mr. de Souza automatically assumes that his creative freedoms as writer and director allow him to almost sexually abuse the game's original style, by cutting out the ridiculous attacks, such as Ryu's "Hadouken" and Ken's "Shinryuken" (both of which are mention briefly), ALL of M.
Bison's fighting styles (though understandably, as Mr. Julia was near death while fliming this), and the anal rape of such great fighters as Zangief, Cammy and Dhalsim (now a silly lacky for Bison and Guile, respectively and a scientist responsible for Blanka's creation, which is also different from the game).
With it's four to five actual fight scenes (give or take, and most happen off-screen), this honestly has almost nothing to do with it's source material. Of couse, it's cartoon spin-off was much more true to the original game (including the introduction of the silly attacks and one of the highest rated video-game villains of all time, Akuma), so Capcom fanboys would have a much better time downloading the torrent for the series than this.
As I've said, it's one of those movies that is just so bad, it's incredibly fun to watch with your friends with equally bad tastes (and an almost kinky attraction to bad dialogue), but it's not for everyone, and anyone looking for a masterpiece should avoid this.
If you're looking for a decent video-game adaptation, try Mortal Kombat or Resident Evil.
