Stubborn man wants to build his house his way, and he doesn't care about laws and regulations. We're expected to cheer at the end because he isn't sent to jail. If this were a noble fight against an unjust law, then my reaction would be very different.
The sad truth is that people fighting against unjust laws usually end up in jail.
