There's definitely truth to the idea of "odd Trek movies suck". This one isn't necessarily bad, but its pretty damn boring. I got the feeling that the director had watched 2001: A Space Odyssey the night before he started filming.
There's quite a few unneeded extended shots of ships slowly flying through space. While watching this, I spent a lot of time thinking, "Will you just get on with it?" Another problem is that it takes far too long for the crew to get back together.
It feels like the plot is stalling just long enough for everyone to finally get back on the Enterprise, which takes about an hour. When you're spending half of the movie waiting for things to get going, that's not a good sign.
Granted, it gets fairly entertaining when it finally picks up, but it takes too long to get to that point.
